A remarkable leader, Prince Shotoku was a great regent that brought Chinese culture to Japan. As a fully devoted Buddhist, Shotoku built many Buddhist temples, bringing priests to teach people the importance of Buddhism. Shotoku also wanted a closer relationship with China, sending many Japanese officials to learn about Chinese lifestyle, including their culture, architecture, art, literature, science, math, agriculture, even court manners. One of the most important idea he brought back to Japan was the ideas of Chinese government, which later helped Shotoku make the 17-point constitution.
The 17-point Constitution was believed to guide Japanese rulers and government, and was introduced by Shotoku in 604. Most of the document included good and bad morals as well as values thought to strengthen the state. Even Confucian ideas made a contribution to the 17-point Constitution, for one rule said that lower-ranking officials should obey their higher-ranking officials. Also, that the emperor was the most important person in Japan.
But when Shotoku died, a new clan took over, changing the ways of the Soga clan. They changed ways of the government, by getting rid of all private ownership of land, establishing new taxing systems, and taking a census. Most of all, the Fujiwara took power away from clans, giving it to the central government, fearing that clans would take over and overthrow their clan.
